2023 Early Childhood Transition Q&A from OSEP

In November 2023, the Office for Special Education Programs (OSEP) of the Department of Education released an updated Question and Answer document to offer guidance to state and local Part C and Part B agencies on ensuring smooth transitions from early intervention to preschool and other services. This IDEA 2023 Early Childhood Transition Questions and Answers document (2023 EC Transition Q&A) under the Individuals with Disabilities Education Act (IDEA) incorporates longstanding policy and provides further clarification on early childhood transition requirements as children transition from the IDEA Part C early intervention program to the IDEA Part B preschool program.
