Early Intervention Services in Natural Environments

A close-up of a caregiver reading a book to a baby and a toddler.In December 2024, the Department of Developmental Services (DDS) released a letter to regional centers providing guidance about the federal mandate [34 Code of Federal Regulations Section 303.13(a)(8)] to provide early intervention services in natural environments, which include the “child’s home, playgrounds, libraries, daycares, childcare centers, or other community settings”. Quoting from the letter, “Services in natural environments enhance a family’s ability to support their child’s development through everyday activities . . . offering numerous opportunities for children to learn and practice new skills in their daily environments.”

A child-specific justification must be provided for services delivered elsewhere. The letter outlines four specific criteria that would constitute an acceptable justification and must all be met.

    • IFSP-i6 (EIS): Understands the need for developmentally appropriate strategies (for example, hands-on, experiential, child-centered, play-based activities within daily routines), adaptations, assistive technologies and other supports that maximize the child’s learning opportunities.
